Budget Shortfall Creates Major Changes
A pastoral letter from Gerry Tyer
Recently the presbytery received an email from the Task Force on the Future of the Presbytery of Tampa Bay chaired by Mike Loudon. It reported that our $200,000 income shortfall (discussed at the December 2008 presbytery meeting) has not been overcome with increased giving by our churches. This will require major cuts in personnel and mission. Funding for both full-time associate executive positions will end this year. Support for Cedarkirk Camp and Beth-El Farmworkers will be reduced by half. The report looks to next year and anticipates a reduction in the Resource Center Director position to half-time in 2010. The report recommends that I continue to do the work of both executive presbyter and stated clerk.
An option will be given to our two associates, Susan Snedeker-Meier and Mary McKey. They may choose (A) to conclude their work on June 15 and receive six months of severance, or (B) continue to work full-time until December 2009 (without any severance at that time). The task force hopes that a single half-time associate position could be funded in 2010. Mary McKey has indicated her interest in Option B. Susan Snedeker-Meier will decide after presbytery votes.
Cedarkirk and Beth-El receive significant funding from the presbytery budget, although both have other sources of income. All the other agencies and mission programs supported this year will not receive funding from the presbytery budget in 2010, if income projections remain the same next year. All this will be voted on at the May 28 presbytery meeting.
Changes in How We Do Presbytery
Such a dramatic reduction of staff will require a change in the way the presbytery fulfills its mission “to serve congregations and conduct mission beyond the capacity of a single church.” In the past, executive staff members have played a major role implementing and administering the work of our presbytery committees. In the future, we will need a new model. For now, committee chairs, secretaries and members need to assume some of the tasks previously performed by staff.
The Emotions of Grief
All of us who are close to these developments in the presbytery are experiencing the emotions associated with grief and loss. The stages of grief identified by Elizabeth Kubler-Ross are: · Denial (this isn't happening to me!) · Anger (why is this happening to me?) · Bargaining (I promise I'll be a better person if...) · Depression (I don't care anymore) · Acceptance (I'm ready for whatever comes).
When many of us hear this news, we can’t believe we may actually lose two key staff members and reduce financial support for two key mission programs. Then, a common reaction is to get angry at the situation – and it is normal to seek someone to blame. After a while we begin to bargain by asking, “Have we tried everything we can to raise the money so we won’t have to cut the budget?” As we come to grips with the reality of the economic situation, sadness overtakes us – and perhaps a little self-pity. Ultimately, if we keep moving forward, the Lord leads us to a new place, and we begin to accept the losses and changes. It is important to remain sensitive to each other’s journey through this cycle of emotions. Not everyone proceeds through these stages at the same pace. We need to be gentle with each other.
Crisis = Danger + Opportunity
You recall the old saying from China: “The written character for crisis in the Chinese language is a combination of the words for danger and opportunity.” Everyone close to the recent developments in the presbytery sees the crisis. We see the danger. We see the disruption of life as we have known it. What we do not yet see clearly is the opportunity.
The world is changing; the church is changing; how we do mission is changing. Old ways of being church no longer work. The corporate church is becoming de-institutionalized. A modern generation is finding new ways to live out the gospel.
The Walk of Faith Leads through Fog
To walk in faith means sometimes our path enters a foggy patch where we can only see a few feet ahead. At those times we can’t see our final destination, but faith enables us to walk on through the gloom, knowing that God can see the end.
All we truly need to see is a short distance ahead and faith to keep going. We prefer to see a clear path all the way to the end. But all we really need is faith in the fog.
Our God is a God of the Past, Present and Future
When major change or disruption happens, it is difficult for most people to adapt. However, if we remember difficult times in our past, we know that we made it through with the help of God. In the midst of turmoil, it’s easy to lose sight of the truth that God never abandons us, and God has a plan that is unfolding – even if we cannot see it yet.
Remember, the people of God sometimes spend time in a wilderness before they find the way into the Promised Land. We remember how God led us in the past. If we open ourselves, we can sense the Spirit of God with us today. And I believe Christ is already in our future beckoning us forward.

Fiscal responsibility in a time when “the rocks are showing” invokes prudence, as most people know from their own personal financial dealings. That well-known phrase “Kick it Up a Notch” seems more appropriate today than ever. What are the two things we typically look at when cash flow is tight?
· What expenses do we reduce? · How can we create more revenue?
This challenge we’re facing gives us an opportunity to step into a gray area (i.e. but we don’t do it like that here) that may lead to interesting possibilities if we let it. Financial constraints typically cause most people to consider other options…so, you can be sure that right now there are conversations happening all over this presbytery -- people are brainstorming to formulate what change might look like here.

Group purchasing programs In the past, group purchasing programs were looked upon as quick remedies to identify cheap sources of supply for commodities using volume as leverage. Yet, now it has become apparent they offer much more than just reduced prices. Group purchasing programs also offer right timing, value-added vendor services as well as build win/win relationships. One little seed of thought with the right vendor can realign an entire program. Good decisions actually elevate expectations, encourage improvement, and build a better infrastructure.
One local example -- a conversation that started with “What can we do about wind storm coverage?” over a year ago morphed into a complete risk management bid package with two national risk management firms partnering for the benefit of all the Tampa Bay and the Peace River churches. Over 80 churches responded by asking for quotes and we are discovering the percentage of savings to range from 5% to over 30%.
Did everyone get into the program? No, everyone has to make a decision right for them; yet we anticipate that a large enough mix will participate, to make it worthwhile in the aggregate. In addition, it allows a new outside-the-box concept (for churches) to take seed. And we foresee growth to other places/organizations over time. As we “spread the risk”, the prices should be further lowered enough in future years that others will want to engage. This could result in an even larger and significant savings.
Opportunity: Consider an expense category that would most benefit your church -- Healthcare insurance, office supplies, telephone service, computer maintenance? Why not make your preferences part of the equation. Can you recommend any vendors that would be willing to participate? Do you have experience in this area and be willing to volunteer your time to acquire vendors, etc.? Email me your level of interest. In addition, a survey of potential needs will soon be available and we hope each church will take the time to share their thoughts.
Increasing revenue can be fun How many churches are in the business of raising funds? Well, it’s not just churches, right? It’s non-profit organizations in general. What names do we give these events—rather, for what purpose do we hold a bake sale, a car wash, a concert? It’s all about mission! So, let’s kick this up a notch, too. Your presbytery office staff is considering the possibility of several fund raisers that could be one-time events – or maybe on-going revenue generators. Three particular events are under discussion – · an art show/sale · an auction (silent and big-ticket-keynote-speaker type of event) · a golf tournament
What is your passion – what would you be willing to help organize? What item or service or activity can you donate for auction? How creative can you be? Do you labor with sculpture or painting or another art form? Do you ever use that medium to tell the story of your faith journey? How can we develop these ideas into tangible concepts that take our presbytery to a better place? We’re looking for willing hands and hearts and minds. Will you engage with us? Talk to staff and let’s kick it up a notch, together.
Presbytery Attendance Requirements In Order To Be G.A. Commissioners General Assembly doesn’t meet until June of next year but it’s already time for churches and pastors to be aware of presbytery attendance requirements for commissioners.
In December 2008 the presbytery affirmed requirements the Nominating Committee had been using when considering persons to be commissioners. They are as follows:
1) In March of 2010 six churches from a rotation list will receive letters asking them to put forth the names of one male elder and one female, with information about both. From those names the Nominating Committee will propose three elder commissioners and three alternates, who will attend if those nominated cannot make it for some reason. To be considered for this privilege, the congregation must have had an elder commissioner attending the majority of stated meetings of the presbytery during the two years prior to the May 2010 meeting. 2) Any member of the presbytery may suggest names for minister commissioners, and ministers may submit their own names. Those names must be accompanied by information on a form similar to that of elders, as well as a biographical/faith statement. Preference will be given to: a) Active ministers who either have never served as a commissioner to General Assembly or who have not served within the past 14 years; b) Ministers who have attended a majority of the stated meetings of the presbytery for the two years prior to the presbytery meeting of May 2010.

Committee on Ministry Update: At its last meeting the Committee:
- Granted the status of Honorable Retirement to the Rev. Robert Bellingar, effective May 28, 2009;
- Approved Cecilia Moore as Associate Pastor for Christian Education at First Presbyterian Church, Lakeland, pending successful completion of her final ordination exam by the Presbytery on May 28, 2009. Her ordination is set for Sunday June 14, 4:00 p.m.
- Approved the dissolution of the pastoral relationship of the Rev. Andy Barr and the Presbyterian Church in the Highlands, effective April 30, 2009.
- Dismissed the Rev. Michael McDowell to the Presbytery of Nevada to accept a call as Interim Pastor of Summerlin Presbyterian Church, Las Vegas.
- Approved the Rev. Rafael Quiles' request to labor outside the bounds as Interim Pastor of Encampment Presbyterian Church, Wyoming.
- Approved the dismissal of the Rev. Leon Bracey to the Presbytery of Mississippi.
- Approved the request to dissolve the pastoral relationship of the Rev. Matthew Miller and Faith Presbyterian Church, Seminole, so he may accept the call as pastor at Woodland United Presbyterian Church of Memphis, Tennessee, effective May 24, 2009.
- Approved the request of the Rev. Virginia Simmons Ellis to labor outside the bounds as temporary Supply Pastor at New Life Presbyterian Church of Fruitland, Florida.

SURVEYING SENIORS ~ UNDERSTANDING THE UNIQUE NEEDS OF SENIOR ADULTS
You may have heard of church ministries with names like: 55 Alive, AA (Actively Aging), Empty Nesters, Golden Agers, Hilltoppers, Jolly Seniors, Keen Agers, Prime Timers, Senior Saints, TNT (Tried-N-True), or Super Seniors. What all of these names have in common is that they describe ministries that are intentionally focused on adults in their golden years.
According to the Presbyterian Older Adult Ministry Network (POAMN), for every worshiper under the age of 25, there are more than six worshipers over the age of 65, who account for 35% of all Presbyterians. Churches, which have traditionally focused on youth members, must now answer this question: "How do we better meet the needs of and utilize the skills and wisdom of our older persons?"
Identifying the needs and desires of senior adults is the first step in actively ministering to this growing community within our congregations and neighborhoods. With this in mind, the Senior Adult Ministry Team has developed a survey to benefit all of the churches within the Presbytery of Tampa Bay in understanding the needs of our senior church members and neighbors. We will be sending out a survey packet to each church this month, and we sincerely hope that each church will participate.
Growing into the person God intends you to be is a lifetime process, and the church’s effectiveness in helping senior adults in the process critically depends on understanding their needs.

Friday afternoon is a time for Educators to gather with our Keynote Speaker - this year we look forward to welcoming Anne Wilson, Educator and Director of Family Ministry from Northwoods Presbyterian Church in Houston, TX. Saturday we'll gather at St. Andrews Presbyterian Church in Dunedin for Keynote, workshops, fellowship and more. (Our name change to Discipleship from Education reflects our belief that our event helps us nurture disciples and leaders and is for all who serve Christ in the Church, not 'just' for Sunday School teachers.)

This was decided by the Education Committee at its recent meeting as a way to help us begin to market and expand our reach to non-Presbyterian Churches in our area and beyond. We have the best utilized Resource Center in our denomination and it is time we shared our good news with others. But we need your help! If you have experience in marketing/promotion we are looking to form a task force to help with this endeavor. We already have couple people with interest and experience, but are looking for several more. Did you know there is a Presbyterian Conservation Corps? The PCC is a Christian community responding to God's call through applied eco-stewardship. They seek to train and inspire young adults (18-24) in the ways of eco-stewardship within the context of the Christian faith. There are two events - Eco Stewards West beginning in Allenspark CO, July 5-12 and Eco Stewards Midwest, August 2-9 beginning at Stronghold Retreat Center in Oregon, IL. Your Presbytery Office sells Equal Exchange Coffee, tea, chocolate and more, along with merchandise from SERVV. Our purpose is to raise awareness of fair trade issues and how congregations can make a real difference in the lives of people around the world. Purchasing fair trade items guarantees a certain level of income to the farmers and artisans from whom we purchase.
For instance, when we buy coffee or other items from Equal Exchange, the farmers who grew the coffee beans (all shade grown) receive a minimum per pound price, no matter what the world coffee market does. There are no middle 'men' or steps in fair trade. Farmers are part of cooperatives that deal directly with Equal Exchange, thus ensuring more money going to the hard working individuals who produced the product. We invite you to sample what we sell, see the items from SERVV and learn more about how easy it is for congregations to participate in fair trade projects!

Where's John Calvin? We will observe the 500th anniversary of his birth this year with several events. A special time is being planned for our fall Presbytery meeting to be held at First Presbyterian Church in Inverness October 1. In celebration of Calvin's birthday, Witherspoon Press and the Theology Worship and Education ministry of the Presbyterian Church (U.S.A.) produced an awesome DVD on the life and legacy of John Calvin. http://www.pcusa.org/theologyandworship/calvin.htm
Joseph Small, from the Office of Theology and Worship writes, "many Presbyterians greet the news that 2009 will mark the 500th anniversary of John Calvin’s birth with a yawn, a roll of the eyes, or even a derisive snort. Why are we so dismissive of our forebear in the Reformed tradition?
Lutherans adore Martin Luther. Methodist hearts are strangely warmed by John Wesley. Anglicans even have a sardonic fondness for Henry VIII. But Presbyterians are uncertain about John Calvin and his legacy. Calvin is not a Reformed idol. John Calvin would have been pleased by our reluctance to revere him. He did not want to be idolized by future generations. In order to discourage veneration, he specified that he be buried in Geneva’s common cemetery in an unmarked grave. Contemporary visitors to Geneva may stumble upon Rue Calvin, but his house no longer stands, and no one even knows where it was.
We need not put Calvin on a pedestal in order to appreciate the ways in which his perspectives on Christian faith and life have shaped Reformed churches throughout the world, and continue to shape our church today." The Church is ALIVE! God is moving in the lives of our young adults who are convinced the PCUSA is more than political controversy and small churches getting smaller. There's a new website called "The Church is Alive" www.thechurchisalive.com. The purpose of the website is to be a place where videos of exciting things happening in our churches can be posted. Our Moderator, the Rev. Bruce Reyes-Chow has a special video invitation under the 'About' tab. Be sure to also watch the video on Church of All Nations in Minnesota. The church IS alive!
The Outreach Foundation of the Presbyterian Church is celebrating its 30th birthday this year. Begun in 1979, the Outreach Foundation was the vision of a small group of pastors and elders to provide a way for congregations to establish personal relationships with our missionaries and projects in a way that would increase overall mission giving. For 30 years the Foundation has been building relationships centered in Jesus Christ that have led to evangelistic mission for the salvation of humankind. Some of our churches support mission workers who receive funding from the Foundation. The Foundation relies on congregations and individuals for its funding ($6.3 million in 2008) and does not receive money from General Assembly. The Resource Center has a Vacation Bible School supplement for children from The Outreach Foundation, to connect our children with God's work in the world.
